Thirty local fungal isolates according to Aspergillus niger were screened for Inulinase production on synthetic solid medium depending on inulin hydrolysis appear as clear zone around fungal colony. Semi-quantitative screening was performed to select the most efficient isolate for inulinase production. the most efficient isolate was AN20. The optimum condition for enzyme production from A. niger isolate was determined by busing a medium composed of sugar cane moisten with corn steep liquor 5;5 (v/w) at initial pH 5.0 for 96 hours at 30 0C . The oxidative degradation of Orange G dye by nanosized CeO₂ catalyst has been performed in this study. The catalyst was prepared by precipitation method. Various characterization techniques were carried out to study the physical and chemical properties of the synthesized catalyst. The XRD result confirms well the formation of CeO₂ cubic phase.  The FTIR result showed the effect of calcination temperature for CeO₂ was clearly observed due to reduction in band intensity compared to uncalcined Ce nitrate sample. This study examines how multilevel crisis governance under Chapter VII of the United Nations Charter reshapes state sovereignty and affects liberty, human rights, and the legitimacy of international governance. Using a structured comparative design and process-tracing methodology, it analyzes the Lockerbie crisis (1988–2003) and the 2011 intervention in Libya. The findings show that United Nations Security Council sanctions and institutional interventions constrain sovereign decision-making through institutional layering, resulting not in the loss but in the fragmentation and reconfiguration of sovereignty.
