واقع واتجاهات بعض مؤشرات التنمية البشرية في العراق دراسة احصائية في اللامساواة بين المحافظات

ان الحالة الانسانية في العراق تنطوي على تحديات كبيرة تتمثل بالفقر – والبطالة – وازدياد المدن العشوائية البائسة التي تفتقر الى المياه الصالحة للشرب ومنظومات الصرف الصحي – وتدني مستوى الخدمات العامة – والهجرة من الريف الى المدينة نتيجة تدهور امكانيات القطاع الزراعي – والتزاحم في المدن الكبيرة – وتداعيات التصحر – والتدهور البيئي – وتبديد الموارد الطبيعية – ومافيات الفساد والتهريب – وكذا الحال مع ازمات السكن – والعاملين الذين يعملون لثماني ساعات او اكثر في اليوم الواحد ويتقاضون اجورا منخفضة ويعيشون حياة بائسة وغيرها كثير من التحديات . وقد تداعت هذه التحديات حتى لازمت حياة الناس اليومية وجاءت نتيجة استمرار تدهور الاوضاع الانسانية في العراق لعقود سابقة ، ومنها على وجه الخصوص عقدي الثمانينيات والتسعينيات . لقد جاء في مقدمة تقرير جمعية الامل العراقية من اجل خير الانسان [التنمية الاجتماعية في الوطن العربي ، 2000– 80 ] : ان الاعوام الخمسة 94-95 تميزت بتفاقم مأساة المجتمع  العراقي وتدهور حاد في اوضاعه الاقتصادية والاجتماعية والامنية ، ثم حدد التقرير ملامح هذا التدهور بمجموعة من المؤشرات كان من ابرزها :

  • ازدياد معدلات الوفيات بين الاطفال .
  • استمرار المعاناة من سوء التغذية للاطفال دون سن الخامسة .
  • انخفاض القدرة الشرائية .
  • ازدياد نسبة الذين يعانون من الفقر .
  • عجز نظام الرعاية الصحية عن تقديم خدمات مقبولة في حدها الادنى .
  • حاجة الآف المدراس للصيانة والترميم والنقص الحاد في الاحتياجات المدرسية من الاثاث والتجهيزات والوسائل التعليمية .
  • تأخر المجتمع العلمي عن اللحاق بركب التقدم العلمي والتكنولوجي والذي جعل من خبرة هذا المجتمع عتيقة الطراز .
  • استمرار حالة الركود الاقتصادي .
  • انعدام التماسك الاجتماعي والنفسي بين السكان .
  • تدهور مستويات البنى التحتية .
  • تفكك النسيج الاجتماعي والمدني للمجتمع ككل .

 

واشار التقرير الى كثير من المؤشرات الاخرى ايضا بفعل ( استمرار الحصار الاقتصادي انذاك والازمات المتتالية وحالة العنف والظروف المأساوية السائدة ) ، الامر الذي بدا فيه (مستقبل الحالة الانسانية مظلما ويزداد خطورة بمرور الوقت ) .

ان الاسباب التي ادت الى هذا التدهور لاتخرج عن نطاق حزمة الاسباب المشتركة بين مختلف دول العالم التي تعاني من تردي الاوضاع الانسانية وتفاقم ظاهرة الفقر ، التي تتلخص في :السياسات ذات التوجه الخاطئ وضعف المؤسسات وغياب الاستقرار السياسي وتكرار حدوث الاضطرابات والصراعات المسلحة والافتقار الى رؤوس الاموال الاجنبية والزعماء السياسيون المتصفون بالفساد وفشل المعونات الاجنبية [ افاق الاقتصاد العالمي، 2000-42] . وربما تشترك بعض البلدان في سبب من الاسباب آنفة الذكر وتشترك اخرى في سبب آخر او ربما سببين ، ولكن العراق يقف في مقدمة بلدان قليلة تدهورت فيها الحالة الانسانية نتيجة لكل الاسباب التي اوردها التقرير وربما لاسباب اخرى ايضا ، حتى عد العراق ثاتي دولة فاشلة طبقا للتقارير الصادرة عن المنظمات الدولية .

ان مؤشرات التنمية البشرية تستخدم في ثلاث تطبيقات  اساسية ، الاول هو  المراقبة الزمنية لهذه المؤشرات وتحديد التغيرات الايجابية والسلبية التي تتحقق في هذه المؤشرات ، والثاني : هو  المقارنة من خلال استخدام ادلة التنمية البشرية الوطنية وادلة الفقر والتفاوت في توزيع الدخل للمقارنة بين الدول وهو ما يحدث سنويا عبر تقارير التنمية البشرية الاممية ، اما التطبيق  الثالث : فهو البحث في كيفية  توزيع ثمار التنمية بين السكان وهو التوجه الذي يطبع هذا البحث .
