The study aims at expounding the correlation and effect between the Human resource development strategy and Quality Municipality Service within a theoretical framework and a practical framework conducted at Directorate Of Municipalities in holy Karbala . The goal of this study is to investigate the relationship between the student and the teacher and the student's behavior for a subject of the student in the intermediate stage, the sample contained (568) student, (266) male and (302) female.
The scale of student – teacher relationship was built according to a questionnaire pointed to a sample of the students, adding to that reviewing a number of previous scales and studies which was about the same topic, and in the same way a measure of student behavior was constructed.

The Research aims to understand Student's attitudes towards Academic
Cheating in the Technical College -Baghdad. The study was made on a sample of
(88) students in the fourth (final) year who were randomly selected from the every
scientific department in the college. The researchers prepared academic cheating a
questionnaire. The research results showed that. The results showed that there is a
strong trend among the students to reject the cheating phenomenon. ( 72.72%) of
the specimen groups do not see that there is a justification in cheating, on the other
hand the results determined the means and reasons for the cheating by the students
and the negative outcome of that phenomenon.
