In the measurement objectives of the current research after the application of the to the sample and analysis of their responses statistically using Ttest onesamples and Pearson correlation coefficient and the research conclue the following results: 1. The teachers of the kindergarten using the dimensions of the five learning in the MR model (that includes several educational theories in its model such as Piaget theory representation in harmonizing the Cooperative Learning based on problems OZBELtheory is on and use the reward and training and feedback. 2. The study aims to identify the extent the academics in colleges of applied sciences are familiar with the themes of the national strategy of education 2040 in the Sultanate of Oman. The researchers used the descriptive approach, as well as they adopted a questionnaire with five dimensions as a tool for data collection, which was applied to (120) academics. Expressions for the Bias [B(?)], mean squared error [MSE(?)], Efficiency [EFF(?)] and Expected sample size [E(n/?)] of proposed estimators are derived. Numerical results and conclusions are drawn about selection different constants included in these expressions. Comparisons between suggested estimators, with respect to classical estimators in the sense of Bias and Relative Efficiency, are given. Furthermore, comparisons with the earlier existing works are drawn.
