The current research aims at extracting the standard characteristics of the emotional balance of the university students according to the response theory. This was accomplished by following accredited scientific steps, to achieve this goal, the researcher followed scientific steps in the procedures of the analysis of the scale. She translated the scale from English to Arabic and then made a reverse translation. it was presented to a committee of experts in English to ensure and verify the validity of the paragraphs logically and prove the face validity of the scale, which consists of (30) paragraphs, it was presented to (6) experts who are specialists in the educational and psychological sciences and in the light of their observations have been modified some, and reformulated some others , and In order to ensure that the measurement instructions and paragraphs were clear in the research sample and to determine the time required for performance, the scale was applied to an exploratory sample of (100) students were randomly selected from the students of the University of Baghdad / Faculty of Education Ibn Al-Haytham (Sports Department) and the students of the Faculty of Education / IbnRushd (Department of History), and showed that the instructions and paragraphs of the scale are clear, . To determine the standard characteristics of the paragraphs and the overall scale, as well as the verification of the model assumptions, the scale was applied to a sample of (500) male and female students from the university / morning classes in the city of Baghdad. This study aims to find out the effectiveness of a cognitive-behavioral counseling program in enhancing self-management in reducing the academic procrastination of tenth-grade male students. The sample consisted of (26) male students divided into an experimental group of (13) students and a control group of (13) students. Two scales of self-management and academic procrastination were used, prepared by the researcher. The counseling program was prepared by the researcher. The aim of this research was to estimate the production function to measure returns to scale and distribution efficiency of resources used in the production of wheat. Cross sectional data used of a random sample of 130 farmers in Dhi Qar Province. The results of the quantitative analysis of estimating production function showed that the double logarithmic form was the best estimated model based on economic and statistical indicators. However, that form suffered from heteroscedasticity and autocorrelation, so the robust regression technique was chosen.
