The current research was conducted to report the synthesis of alumina powder from Iraqi kaolin. The kaolin was transformed to metakaolin by calcinations at temperature 800 °C for three hours. Then the calcined kaolin was treated with (1.5 M) from H2SO4 for 6 hours to form Al2(SO4)3.12H2O solution. The precipitate was dried at 80oC for 10 hours and calcinations at different temperatures for two hours. The samples which result was characterized by X–Ray diffraction (XRD) and X–Ray fluorescence (XRF). The implementation of decentralization in Iraq was asymmetrical, leading to different forms and paces of implementation. Comparing four cases of Basra, Kirkuk, Nineveh, and Sulaymaniyah indicate that these cases differ in their political stability and autonomy in a way that led to a different forms of decentralization. A total of 47 species belonging to 46 genera, 34 subfamilies, 23 families and 7 orders of predator and parasitoid insects were collected and identified. The survey was conducted throughout the program held by the General Directorate of Agriculture-Duhok, in cooperating with the College of Agricultural Engineering Sciences in Duhok Province, Kurdistan Region, Iraq from May 2013 to April 2014.
