This research –paper tack les some of matters relating to marriageability of the young man who has not attained discretion. the aim of this study is to highlight the religious precepts concerned. the religious missive to this effect reads; ''all praise be to Allah ,lord of the world ;I witness that there is no god but Allah, the sole and only, to him all creation is attributed. This explanation and investigation is conducted on the basis of the doctrine of imam Ahmed ibn hanbal (may Allah have mercy on him). The introductory part sheds light on the importance of this topic, and as for the analytic and investigative approach, it deals with the precepts of the young man of consent as far as marriage is concerned. it also reveals some aspects of biography of the author abdelrrahman ibn Abdullah al-najdi. moreover, it sheds light on the life of the copyist mohammed al –laithi ibn yusuf ibn hasan –the manuscript has been explored and verified and this is not an easy task .all that has been done is corroborated and attested with verses from the holy qur'an and the sacred precepteds and teachings by the prophet. concerning to universities thesis and dissertations in university dissertation
unit of Baghdad Library for achieving the following objectives:
1- Evaluating the performance of this unit (thesis unit of Baghdad University
Library) regarding to users opinion.
2- Recognizing the reasons in this unit behind the case of non satisfaction of
its users and trying to find the suitable solutions.

The paper adopted econometric Methods to test the stationarity of the Variables under consideration. For the period (2005-2016) by using multiple regression and estimation the Impulse response function (IRF), by adopting Eviews 10 program.
The results of Impulse response function for the following five-years after the period under consideration reflexes that public expenditure (PEX) was fluctuating between positive and negative in all the variables of the research and this shows the fragility of the performance of fiscal policy in Iraq.
