Favoritism, and personal pleadings, as well as the exclusion of Islamic law from the application,
And be satisfied with the laws that may not be appropriate for the Muslim community.

Theft, and embezzlement
For personal purposes, and the appointment of staff on the basis of nepotism, favoritism and partyism,
And profit from the job ... etc. On money
In all its forms, forms and causes, and established limits and controls to ensure protection
Effective for public money.

This study aimed to choose top stocks through technical analysis tools specially the indicator called (ratio of William index), and test the ability of technical analysis tools in building a portfolio of shares efficient in comparison with the market portfolio. The two parameters (α, λ), (Scale parameters and Shape parameters) are estimated by LSE, WLSE and the Best Estimator’s for various samples sizes are used to find the ratio of true mean time to a pre-determined, and are used to find the smallest possible sample size required to ensure the producer’s risks, with a pre-fixed probability (1 - P*). The result of estimations and of sampling plans is provided in tables.
