The method of Similarity of important topics in Arabic Rhetoric has ample evidence in the Qur'an and the Hadith and the words of the Arabs and this study is limited to only the Koran.

This study seeks as much as possible to the statement of this phenomenon and stand on these thorny issues and address the correct destination and strong evidence to refute the arguments of Albulageyen in it. Then talking about the second topic Similarity two types of investigative and discretion and applications in the Koran. Then keeping conclusion with the conclusion reached by the researcher.

The research aims to measure the efficiency of health services Quality in the province of Karbala, using the Data Envelopment analysis Models in ( 2006). According to these models the degree of efficiency ranging between zero and unity. We estimate Scale efficiency for two types of orientation direction, which are input and output oriented direction.
The results showed, according Input-oriented efficiency that the levels of Scale efficiency on average is ( 0.975), in the province of Karbala. While the index of Output-oriented efficiency on average is (o.946).
