The implementation of decentralization in Iraq was asymmetrical, leading to different forms and paces of implementation. Comparing four cases of Basra, Kirkuk, Nineveh, and Sulaymaniyah indicate that these cases differ in their political stability and autonomy in a way that led to a different forms of decentralization. The study includes the phytoplankton compositions in Alaaras Lake , in summer 2008 and winter , spring , summer 2009. Samples were collected from three selected sites at north , middle and south of lake. A total of 74 taxa of phytoplankton were identified . The diatoms were the dominated by 44 taxa represented 82.8% of the total indentified species, followed by green algae ( Chlorophyta ) of 20 taxa (8.5%), and blue green algae (Cyanophyta of 7 taxa (7.2%). This paper presents an enhanced Black Oil Model simulator, written in Visual Basic, for three-dimensional two-phase (oil and water) flow through porous media. Unlike most existing tools, this simulator is customized for horizontal well modeling and calibrated using extensive historical data from the South Rumaila Oilfield, Iraq. We report on using a CO₂ (10.6 µm) laser to debond the lithium disilicate veneers. Sixty-four sound human premolar teeth and 64 veneer specimens were used in the study. The zigzag movement via CO₂ laser handpiece along with an air-cooled jet to prevent temperature elevation above the necrosis temperature limit (5.5 C°) was applied. The optimal deboning irradiation time was super-fast, at about 5 seconds at 3 Watt CO₂ laser power. It is 20 times less than any previously published work for veneers debonding.
