Atmospheric transmission is disturbed by scintillation, where scintillation caused more beam divergence. In this work target image spot radius was calculated in presence of atmospheric scintillation. The calculation depend on few relevant equation based on atmospheric parameter (for Middle East), tracking range, expansion ratio of applied beam expander's, receiving unit lens F-number, and the laser wavelength besides photodetector parameter. At maximum target range Rmax =20 km, target image radius is at its maximum Rs=0.4 mm. The software-defined network (SDN) is a new technology that separates the control plane from data ‎plane for the network devices. One of the most significant issues in the video ‎surveillance system is the link failure. When the path failure occurs, the monitoring center cannot receive the ‎video from the cameras. In this paper, two methods are proposed to solve this problem.  The first ‎method uses the Dijkstra algorithm to re-find the path at the source node switch. Inlet throttled systems have good performance in addition to their high efficiency compared to traditional valve-controlled systems.
