This thesis aims at identifying:

1. The level of qualitative efficiency of higher studies students in educational and psychological fields in the colleges of education Baghdad according to the perspectives of both teachers and students.
2. The statistical differences in levels of qualitative efficiency of higher studies students in educational and psychological fields in the colleges of education in  Baghdad Collegeteacher's viewpoints with reference to the two variables of the scientific title and gender.

Free-Space Optical (FSO) can provide high-speed communications when the effect of turbulence is not serious. However, Space-Time-Block-Code (STBC) is a good candidate to mitigate this seriousness. This paper proposes a hybrid of an Optical Code Division Multiple Access (OCDMA) and STBC in FSO communication for last mile solutions, where access to remote areas is complicated. The main weakness effecting a FSO link is the atmospheric turbulence. The feasibility of employing STBC in OCDMA is to mitigate these effects. The performance of a solar cell under sun radiation is necessary to describe the electrical parameters of the cell. The Prova 200 solar panel analyzer is used for the professional testing of four solar cells at Baghdad climate conditions.
