The planning for the formation of administrative policies and guidance through leadership are important things for managing administrative processes and sporting activities. As both contribute in the stability of the administrative conditions, and their development in the sport federations, whether they both were attentive about team and individual Olympic Games. The two researchers observe that, there is a variation in the correct way of application. Particularly in the formulation of administrative policies and leadership describing it as, modern management standards for both team and individual Olympic Games in the Iraqi National Olympic Committee. That led to cause a misconception and lack of clarity for some administrators of those unions. The descriptive approach was used in the comparative study method. The research society included the preparation of the boards of directors in the sports federations of the team and individual Olympic Games competitions by (24) federations, (195) members and excluded (35) form those of were not submitted. As a result, the remaining was 160 members, in which their proportion formed (82.05%). After that, two questionnaire forms were applied (formation of administrative and leadership policies) on the sample population to obtain the results and process them statistically. Based on that, research findings were reached: 1. The administrators of the sports federations of both team and individual Olympic Games lack the distinguished management in the formation of administrative and leadership policies in the Iraqi Olympic Committee. 2. The administrators of the sports federations of both team and individual Olympic Games lack the replacement of the familiar methods with new methods in the formation of administrative and leadership policies. 3. Lack of financial donations by the Iraqi Olympic Committee contributed to the absence of keeping up with the development of thoughts and the administrative work of the policymaking and leadership through the lack of training and qualifying the Olympic sports federations’ administrators. 4. The research’s goal lies in demonstrating the impact of the Federal Financial Supervision Endowment through the process of auditing the performance of the entities subject to its audit as to improve the performance of these entities, especially if the performance audit method is one of the newly applied methods that are compatible with the standards issued by the International Organization of Financial Supervision and Accounting Institutions which is the method of auditing performance according to the performance evaluation guide for programs and policies issued by the Federal Office of Financial Supervision.

The sample of the study was targeted at 10 Iraqi civil colleges, which consisted of (133) members of the faculty council of the faculties, the search data was collected using the questionnaire form as the main research tool. In this article, a new deterministic primality test for Mersenne primes is presented. It also includes a comparative study between well-known primality tests in order to identify the best test. Moreover, new modifications are suggested in order to eliminate pseudoprimes. The study covers random primes such as Mersenne primes and Proth primes. Finally, these tests are arranged from the best to the worst according to strength, speed, and effectiveness based on the results obtained through programs prepared and operated by Mathematica, and the results are presented through tables and graphs.
