Iraq is changing from the centralized system of governance to the decentralized system, which assumes devolution of more authorities to the local governments of Iraqi provinces and cities. This puts a responsibility on the academics to produce more research work on the best framework for this change, to ensure the best results. The main objective of this research is to suggest a policy for the decentralized transformation in domain of Urban and Regional Planning in Iraq. A suggested program for the transformation is involved in the paper as well, with analysis for the new relationships between different levels of planning authorities depending on democracy.   In this study the faunistic of lady beetles (Coleoptera, Coccinellidae) was studied in Mehriz region (Yazd province) during 2009-2010. The total number of specimens of coccinellid beetles were collected from 6 different localities having altitudes from 1420-2420 m. Altogether 11 species from 8 genera, 3 tribes and 3 subfamilies were collected and identified. External characters plus characteristics male and female genitalia were used in order to diagnose species. Seven species were recorded for the first time from Yazd province (marked^*). Dentures that are not cleaning and maintained properly may prone to contamination by different microbial pathogens that result in several oral conditions. This study was design to compare the antimicrobial effect of different denture cleansers oxalic, tartaric, citric acids and alkaline peroxide with microwave irradiation on the growth of Candida albicans and Staphylococcus aureus respectively. Microwave oven used to disinfect specimens of heat-activated acrylic resin and soft linear. Oxalic, citric, tartaric acids, and alkaline peroxide were also used. Microorganisms that tested were Candida albicans and Staphylococcus aureus separately. Treatment with microwave or tartaric acid could achieve sterilization of both hot cured acrylic resins
