: Summary The establishment of the modern Iraqi state necessitated the establishment of diplomatic relations with neighboring countries. However, during the British Mandate period, these relations remained under the management of the British Embassy, which assumed responsibility for Iraq's foreign affairs. As the political situation evolved, the Iraqi Ministry of Foreign Affairs began making strenuous efforts to build a competent and effective diplomatic apparatus. Iraqi diplomatic representatives played an active role in strengthening and developing Iraq's foreign relations by implementing the Ministry of Foreign Affairs' directives, which focused on monitoring political, economic, and social developments in neighboring countries. This approach aimed to establish a cautious and predictable foreign policy that would prevent Iraq from slipping into crises resulting from the transformations experienced by neighboring countries .

Abstract: New copper(II) complexes with mixed ligand benziloxime (BOxH) and furfural-dehydeazine (FA) using classical (with and without solvent) and microwave heating methods have been prepared. The resulting complexes have been characterized using physico-chemical techniques. This research aims to study the optical characteristics of semiconductor quantum dots (QDs) composed of CdTe and CdTe/CdSe core-shell structures. It utilizes the refluxed method to synthesize these nanoscale particles and aims to comprehend the growth process by monitoring their optical properties over varied periods of time and pH 12. Specifically, the optical evolution of these QDs is evaluated using photoluminescence (PL) and ultraviolet (UV) spectroscopy. The influence of 5-10 kHz audio frequency on the power dissipation in ac discharge of argon gas was studied experimentally, at pressures 50-80 mTorr and electrodes separation 10 cm (pd range 0.5-0.8 Torr.
cm). The measurements have shown that the discharge behavior in the ac circuit is equivalent to a series RC circuit. It is observed that the variation curve of discharge power P with the frequency f is approximately has a Gaussian shape. It is also observed that the curve of Pm- pd is the inverse of Paschen curve, where Pm is the maximum power in the frequency range. The time of breakdown is estimated from the curve of P- f.
