Here lies the problem of the research to find possible means and alternative methods to reduce (rationalization) electrical energy consumption in hot dry areas in general which need large energy for air conditioning because of the crucial climate of these regions that making access to the area of human thermal comfort is difficult, and especially in Iraq, as a result of suffering from constraints rationalizing the electric energy consumption, through the use of modern technologies that consistent with our environment, as well as traditional processors to limit the negative impact of climatic conditions on man’s thermal comfort. Based on the premise that there are planning methods related to the characteristics of the urban fabric and architectural solutions related to buildings design that can be used to reduce the negative impact of elements of the harsh climate in our hot dry regions and population access to thermal comfort without total reliance on artificial means of air conditioning. To achieve the goal of the research and make sure of his hypothesis, The research methodology have been based on the collection of theoretical information of climate elements and put some of the methods and processes used in urban planning and buildings design with a direct impact on the characteristics of the urban fabric through which we can reduce the negative impact of climate in our hot dry regions . The practical part adopt the comparative analysis by choosing Al- Adhamiya city in Baghdad, which contain a traditional style with traditional solutions harmonious with our environment, and the modern style with transmitted processors that are often unfit with our environment

In this paper, the behavior of structural concrete linear bar members was studied using numerical model implemented in a computer program written in MATLAB. The numerical model is based on the modified version of the procedure developed by Oukaili. The model is based on real stress-strain diagrams of concrete and steel and their secant modulus of elasticity at different loading stages. The behavior presented by normal force-axial strain and bending moment-curvature relationships is studied by calculating the secant sectional stiffness of the member. In this paper, we derived an estimator of reliability function for Laplace distribution with two parameters using Bayes method with square error loss function, Jeffery’s formula and conditional probability random variable of observation. The main objective of this study is to find the efficiency of the derived Bayesian estimator compared to the maximum likelihood of this function and moment method using simulation technique by Monte Carlo method under different Laplace distribution parameters and sample sizes. The consequences have shown that Bayes estimator has been more efficient than the maximum likelihood estimator and moment estimator in all samples sizes

In south Iraq, the region is classified as arid or semiarid area due to the low precipitations and high temperature among the year. In this paper, the Landat-8 satellite imagery will be used to study and estimate the vegetable area in south Iraq. For this purpose many vegetation indices will be examined to estimate and extract the area of vegetation contain in and image. Also, the weathering parameters must be investigated to find the relationship between these parameters and the arability of vegetation cover crowing in the specific area. The remote sensing packages and Matlab written subroutines may be use to evaluate the results.
